Welcome to Kingston Public Facing Module (PFM)

This module will allow you to see the planning data from Kingston Council in an interface powered by EXACOM    . All information shown here has been approved by Kingston Council, and the extent of the information available to the public is also controlled entirely by the authority. Key features include the local Community Infrastructure Levy (CIL) dashboard, the Section 106 dashboard, the application lookup facility, and the CIL calculator. Message from Kingston Council  

Welcome to the Royal Borough of Kingston (RBK) Developer Contribution Database. Please use this Public Facing Module (PFM) to view details on due, collected, allocated, 'spent' and available CIL funds. Please also use this Module to view details on all financial and non-financial covenants relating to all types of planning deeds (primarily S106). Redacted versions of the S106 Deeds themselves can also be downloaded via this module. 

Please use the tabs available above to access this information. To view CIL and S106 data for particular applications/addresses please go to the use the 'APPLICATION' tab and search via address or planning reference number. From here, click on the relevant application/entry and further details of this will appear below. Use the 'Application Details' and 'CON29' tab for key CIL data, and the 'COVENANT' tab for S106/Deed data. Click on individual deed clauses for further details on these (financial and/or non financial). Please note that the Council is only able to confirm whether financial clauses have been complied with/settled. Please also note that Once you have clicked on one of these clauses, the option to download the full (redacted) deed will appear at the bottom of the page. Alternatively, you can also access and download these deeds through the Council's Planning database

Please note that full deed details are only currently available on deeds signed from 2000 up to the current day.  If the deed you are looking is not on the database (pre-2000), then please email development.management@kingston.gov.uk. A small admin fee may be charged to get copies of any pre-2000 deeds. 

Links are also provided to the Planning database on the Council’s website which contains all the other plans/reports/supporting information relating to individual planning applications.

These records come straight from our developer contribution database, and this PFM will automatically updates on a daily basis. Please note that the term ‘spent’ in the context of this PFM refers to funds which have been transferred to the successful bidder (these may not yet have been actually ‘spent’).

This module includes a CIL calculator that you can use to estimate the CIL charge for a particular project. NOTE: the Council will issue a Liability Notice with the actual figures post planning approval as per the CIL regulations.
