Welcome to the Runnymede Borough Council PFM

This module will allow you to see the planning data from Runnymede Borough Council in an interface powered by EXACOM    . All information shown here has been approved by Runnymede Borough Council, and the extent of the information available to the public is also controlled entirely by the authority. Key features include the local Community Infrastructure Levy (CIL) dashboard, the Section 106 dashboard, the application lookup facility, and the CIL calculator. CIL
The Community Infrastructure Levy (CIL) is a charge on new development and will be used to fund improvements to infrastructure required in Runnymede. Use the online calculator for an indication of how much CIL you will be liable to pay for a development or use the CIL Dashboard and Applications pages to track and view more about how CIL is being handled by the council. The site automatically updates every evening and shows all CIL data from 1 March 2021 when this Council started charging CIL.

The Dashboard displays amounts collected and available for both Neighbourhood CIL and Strategic CIL. See the Council’s Developer Contributions Governance Arrangements for more details on how CIL is allocated to each ‘pot’. The Governance Arrangements also explain how the Council will run an annual CIL Funding Programme and how projects will be selected for the use of CIL monies.

In order to understand how much Neighbourhood CIL is available to spend in each ‘relevant area’ of the borough, click on the ‘Ward’ option on the top left hand side; then click on the ‘filter criteria’ field; and then select the following wards from the drop-down list before checking the amount shown in the ‘Available’ column:

The drop-down list also includes some ward names which have now been superseded by new boundaries – these appear as they relate to historic S106 Agreements and should not be used for CIL availability searches.

If confirmation that a CIL Charge has been paid then please search under "CIL Dashboard" using either the "Admin, Neighbourhood or Strategic" drop down menus to look for the application/site you are enquiring about.

Please note if you have a query about the CIL chargeable amount, you can review the planning history of the property using the Council’s website where you can view the planning decisions and view a copy of the CIL Form 1 submitted as part of the planning application.  This information can then be used on the Council’s CIL calculator to cross-reference the CIL chargeable amount showing on the CON29 report

This Council also removes all Local Land Charges regarding CIL as soon as the relevant charge has been paid in full. Therefore, if a CIL chargeable amount is showing on a CON29 report, the development in question has either not commenced material operations, or the liable party has not paid the CIL charge in full. This could be due to several reasons, including because some CIL charges are paid in instalments; or the liable party has not paid the surcharges or late payment interest; or if the exemption period (e.g. for self-build exemptions) has not been fully complied with, amongst other reasons.

If a CIL chargeable amount appears on a CON29 report then the CIL chargeable amount is still due to be paid.

S106
The Council has S106 agreements back to 1947 and as such we are currently working on a long-term project to get historical S106’s into the Exacom system and into the public domain (working back to 1947).

Any S106 agreement is logged onto the Exacom system as soon as possible, after grant of planning consent(s), prior to planning consent being issued they are visible on the planning application.  Any data (financial or otherwise) for these agreements will be updated and as when it happens as this is a live system (updated every evening). 

Any enquiries about discharge/compliance of a S106 agreement will require the enquirer to review the Council's public facing module first, as if the required information is available in the public domain then further confirmation from the Council will not be supplied.  Please also note that "Discharged" indicates that the covenant has been complied with.

If a S106 is not showing on this Public Facing Module (and is Pre 2023) then you will need to contact planningadmin@runnymede.gov.uk to obtain a copy, and costs will apply for this service.  The Council strongly recommendeds that a copy of the S106 agreement is obtain before any query about discharge/compliance is submitted.

Please note that covenants within S106’s (1947 to today) which relate to either Surrey County Council or the “Highways Authority” are dealt with by Surrey County Council and any enquiries should be directed to them in the first instance (S106@surreycc.gov.uk). And will also not be updated on this system.
