All information shown here has been approved by Greater Cambridge Shared Planning, and the extent of the information available to the public is also controlled entirely by the authority. Message from Greater Cambridge Shared Planning
Planning obligations under Section 106 of the Town and Country Planning Act 1990, commonly known as “section 106 agreements”, are a mechanism used by the Council to make a development proposal acceptable. They are focused on site specific mitigation of the impact of development by way of direct provision of infrastructure (both on and off site of the development) and through the payment of financial contributions to the local planning authority.
Cambridge City Council and South Cambridgeshire District Council secures contributions in relation to infrastructure which it will deliver but also on behalf of third parties including Parish Councils and NHS England. This will typically comprise contributions towards community centres, sports facilities, children’s play equipment, and surgeries.
Cambridgeshire County Council secures contributions in relation to infrastructure including schools, libraries, roads, and footpaths.
For the first time the Greater Cambridge Shared Planning Service (a strategic partnership between Cambridge City and South Cambridgeshire District Councils) is making all of its section 106 available. Through this Public Facing Module users are able to interrogate the contributions secured and received relating to agreements signed since 1 April 2005.
Using the Public Facing Module
The information contained in this Public Facing Module takes two forms.
1. Contributions paid to Cambridge City Council and South Cambridgeshire District Council are set out in the Section 106 Financial page (note there are a small number of instances where contributions normally paid to Cambridgeshire County Council have instead been paid to Cambridge City Council and South Cambridgeshire District Council).
2. Contributions paid to third parties (typically Cambridgeshire County Council) are set out in the Section 106 Non-Financial page.

S106 Financial
This page contains a dashboard showing the total value of financial contributions with the same typology.
Clicking on the Potential or Collected totals will show at the bottom of the page all applications which contributed to that total.
Clicking on the Application Number will show the application details and all covenants relating to the development.
Clicking on the Clause will provide more information about the obligation including the full definition, the covenant amount, the amount received and the discharge date (i.e. receipt date). From here the deed can be viewed in full and downloaded.
The 'Condition' indicates where the obligation has been 'Written Off' because the requirement to pay the contribution was not activated. A common example of this is a commuted maintenance sum is not payable where the open space is not adopted by the Council or Parish Council.
S106 Non-Financial
This section contains all non-financial obligations including those relating to affordable housing and public open space, as well as financial contributions paid to third parties.
Users can filter records to identify all deeds with certain covenant types (Cov Type). If for example a user was interested in identifying all developments in Cottenham granted between 2014 and 2024 where primary school contributions had been secured they would first enter the relevant dates in the 'S106 Deed Signed Date Filter'. Next they would select the box 'Cov Type' and select 'Education-Primary-Contribution'. Finally they would select the box 'Parish' and select 'Cottenham'. This would show that there were 12 such developments. The user can then go in to each in the manner described above.
Applications Page
Users can search for a specific section 106 agreement by the Application Number (App No), Development Address (Address), Ward (Ward), Village (Parish).
Clicking on the Application Number will show at the bottom of the page (a) the application details and (b) all covenants relating to the development.
Clicking on the Covenants tab and then Clause will provide more information about the obligation including the full definition. From here the deed can be viewed in full and downloaded.
Note: Where covenant amounts is shown as 0.01p this will be because the deed contains a tariff with the final contribution calculated at a later date based on housing numbers and/or mix (i.e. following approval of reserved matters applications).
Live activities
1. GCSP is currently uploading compliance information relating to in kind covenants (i.e. those relating to the provision of open space, affordable housing and other on-site infrastructure) for deeds signed since 1 April 2005. Once this task is complete the PFM will display the status of all non-financial covenants.
2. GCSP is currently adding details of contributions that have been passed to third parties (including Parish Councils)
