Welcome to The London Borough of Barnet Developer Contributions Database that provides both the CIL (Community Infrastructure Levy) and Section 106 Obligations data. This site updates each evening, and most data can be filtered by Address, Ward, or Planning Application number over a date range of your choice.
Community Infrastructure Levy
CIL data covers the whole of the London Borough of Barnet since adoption of the first Charging Schedule on 1 May 2013. If the CON29 report for an appication shows that a demand notice has not been issued but the development has been commenced, the CIL will be payable. A commencement notice should be submitted to cil@barnet.gov.uk as soon as possible so that a demand notice can be issued.
Section 106
S106 data covers the whole of the London Borough of Barnet, with some deeds going back to 1994. Full data on income and expenditure, as well as the clauses and triggers for the obligations, is held for all deeds signed since 2017 when Barnet began using Exacom to monitor CIL and s106. Historic deeds where (a) obligation triggers had not yet fallen due or (b) where Barnet held funds which had not been spent were also added to Exacom in 2017. Note, that the older historic deeds are limited in data.

Barnet receive a large volume of conveyancing/mortgagee enquiries daily to determine whether S106 obligations have been discharged. To speed up the process, it is advisable, in the first instance, to refer to the relevant S106 Legal Agreement Recitals under the “Exclusions” or “Mortgage Consent” definitions contained in the Deed. This will outline persons/relevant parties that are excluded from all liability contained in the Legal Agreement which may help with the enquiry.
Income and Expenditure
CIL and s106 income is updated on an ongoing basis. All expenditure for s106 is allocated monthly in projects. However, spend is only recorded as part of the end of year expenditure process. Therefore, an accurate up to date record of expenditure is only available from the Infrastructure Funding Statement which is published at the end of the calendar year and includes all data for the preceding financial year.
